- Mr. Charles Fithian, for his extensive maritime archeological work, especially the successful retrieval and preservation of the HMS DeBraak;
- Ms. Tracy Mulveny for her efforts to move the Overfalls Foundation to a new level of activity, to look beyond the saving of the lightship with an emphasis on ongoing preservation;
- Mr. Ronal Smith, for his leadership role in fisheries management in the Delaware Bay and regionally, as well as for his work in youth and adult marine education;
- And Rear Admiral Samuel F. DuPont for his long service in the U.S. Navy, particularly during the Mexican-American and Civil Wars, as well as many other significant contributions.
